TRAI launches digital connectivity rating platform for properties

The Telecom Regulatory Authority of India (TRAI) launched an integrated Digital Connectivity Rating (DCR) platform and a dedicated mobile application on September 26, 2026 to assess and certify in-building mobile and internet connectivity across residential, commercial, and government properties in India.

The DCR methodology rates properties on fibre readiness, mobile network availability, in-building connectivity solutions, and Wi-Fi infrastructure. The scoring gives weighted marks based on the availability and signal strength of multiple telecom service providers within a building.

Consumers can search rated properties by name, certificate ID, or location, compare properties, and verify digitally signed rating certificates through a QR code. TRAI said the platform is intended to standardise indoor network performance assessments for buyers and tenants before they purchase or lease a property.

TRAI Chairman Anil Kumar Lahoti said the framework will initially operate on a voluntary basis. TRAI also said the framework prohibits exclusive tie-ups between property developers and telecom service providers, requires registered rating agencies to publish ceiling rates on the portal, and allows occupants to raise objections and seek formal reviews of assigned ratings. At launch, the platform had 23 accredited Digital Connectivity Rating Agencies, 11 property managers, and 7 properties registered.
