BSNL ARPU rose 16.6% as revenue grew 2.4% in FY2025

TL;DR: Bharat Sanchar Nigam Limited (BSNL) reported average revenue per user (ARPU) of 149 rupees in fiscal year 2025, up 16.6% from 128 rupees in fiscal year 2024, while revenue from operations rose 2.4% to 203.4 billion rupees.

BSNL reported ARPU of 149 rupees in fiscal year 2025, up from 128 rupees in fiscal year 2024. The same filing showed revenue from operations of 203.4 billion rupees, compared with 198.6 billion rupees a year earlier. The gap between ARPU growth and revenue growth indicates that the ARPU increase did not translate into comparable top-line expansion.

Light Reading reported that BSNL's market share declined during the period. The report said the ARPU increase appears to reflect a combination of higher spending by remaining users and a shrinking active subscriber base, rather than broad subscriber growth.

BSNL is India's state-owned telecom operator. The reported figures raise questions about how much of the ARPU increase came from changes in the active user base versus stronger monetization across the wider subscriber base, based on the mismatch between ARPU growth, weak revenue growth, and declining market share described in the report.
