ITU States Back Plan to Bring Internet to 2.2 Billion Offline People
ITU member states have agreed on an action plan at the World Telecommunication Development Conference 2025 (WTDC-25) to tackle the lack of internet access for an estimated 2.2 billion people worldwide. The roadmap sets priorities for expanding connectivity, focusing on unserved populations and regions.
The plan outlines how countries will work together under the UN agency’s development arm to improve infrastructure, affordability and access to digital services. It is intended to guide national policies and international support so that more people can get online in the coming years.
